Commissioner, Panchayat & Rural Development, Assam, invites online applications from eligible candidates who are citizen of India as defined under Article 5 to 9 of the Constitution of India and fulfil the eligibility norms of educational qualification, age, work experience etc. as mentioned for temporary/contractual posts. The posts have been created under HRMS Cell of Panchayat & Rural Development Department, Assam.

Develop human resources plans and procedures for all contractual employees; assists in development and implementation of personnel policies and procedures.
Advising the authority on appropriate performance management measures; assists in writing corrective action memos and other documentation; attends or conducts corrective action sessions as warranted.
Coordinates recruitment process; initiates and coordinates recruitment ads; reviews applications/resumes; assist managers with screening applicants; ensures offers are made in accordance with procedures; coordinates new hire paperwork to ensure compliance with human resources policies and procedures
Plan, analyze, and develop staffing needs.
Conducts employee orientations and accurately completes requisite paperwork for new staff members.
Counsels employees regarding human resources policies, procedures, and practices.
Keeps track of the Attendance management, Payroll management, Leave management, transfer management, Employee Service management etc of all the contractual employees under the state.
Identifies employee needs with regard to performance problems, training options, and career development and makes recommendations accordingly.
Provides input to authority in regard to potential enhancements to current personnel practices; assists in evaluation of reports, decisions, and results of department in relation to established goals; recommends new approaches, policies, and procedures to effect continual improvements in efficiency of the employees.
Provides human resources-related training and may act as trainer for training development as needed and appropriate, addressing areas such as performance counseling and employee relations issues.
Monitors performance evaluation process.

Language Skill:- The candidate must be fluent in English and Hindi languages as they might have to communicate with the Ministry of Rural Development , Government of India. Besides the candidate should also be fluent in Assamese languages.
Please note that candidate having experience in HR (handling around 4000 to 5000 Employee database) shall be given first priority.
